Commission LPHRIAE

The ScotPHN was commissioned by the Public Health Reform Programme Board (https://publichealthreform.scot/) to oversee and deliver the LPHRIAE Commission (attached).  Its purpose is:

“to co-ordinate work to plan for a public health research, innovation and applied evidence function at national level within the new public health body; and in turn, describe how this will support and enable activities at the regional and local level across the wider Scottish public health system and engagement with the UK research funding and public health research landscape.”

A Short Life Working Group, formed of key constituencies and independently chaired by David Hunter (University of Newcastle), was established to assist ScotPHN in the delivery of this Commission and undertake the developmental work to facilitate stakeholder discussion.  The Commission was required to engage widely with all stakeholders in the development of recommendations to the Programme Board on the future research, innovation and applied evidence functions within the new Public Health Scotland.  It was originally conceived that this would be achieved through two ‘consecutive’ events; at the first (August) event, stakeholders sought to understand the current landscape by way of forming a ‘baseline’, discussing the current and potential issues facing these functions and identifying questions and challenges for the SLGW in support of the development of the draft options to the Public Health Reform Programme Board; at the second (Perth event), attendees discussed five ‘propositions’, undertaking a SWOT analysis of each.  A third event was then added for ‘end users’ where they discussed the proposed PHRIAE function for PHS and explore implications  their work.
