Introduction
ScotPHN Fuel Poverty Guidance – 2015/16
ScotPHN previously developed guidance on fuel poverty in conjunction with NHS Health Scotland. This guidance in 2015/16 coincided with the report “A Scotland without fuel poverty is a fairer Scotland: Four steps to achieving sustainable, affordable and attainable warmth and energy use for all” by the Fuel Poverty Strategic Working Group, chaired by Professor David Sigsworth.
In addition, Changeworks produced a series of fuel poverty maps on behalf of ScotPHN in August 2015. There is one for each local authority area. These can be found here. Due to licencing restrictions, access is limited to local SDsPH.
Update and interim commentary – May and September 2022
The Scottish Directors of Public Health, (via the Scottish Public Health Network (ScotPHN)), have revisited work previously undertaken on fuel poverty (2015/16) to update the public health evidence on fuel poverty. This work has considered the current evidence on effective interventions. An interim commentary was published it May 2022 in light of the increasing challenges round fuel poverty and the cost of living, to support local and national working. The final evidence review is now available. Both reports revisit the 2015/16 work and provide background information; revisit the definition of fuel poverty; consider the evidence on interventions; and provides recommendations for the potential for action across the public health system in Scotland to help mitigate harm.
